This weapon is annoying to get. It's bad. And ontop of that it starts off with no polarities. Nothing should ever come with no polarities. Forma'ing and leveling is the worst thing about this game and it's the main reason the only weapons I care about anymore are high polarity starters like scourge prime or kuva/tennet …

Probably because the lower end weapons need the polarities to make up for their shortcomings through specific mods. Higher level weapons have more flexibility and freedom (not to mention stats) and thus don't need the polarities. That's probably the reasoning behind it.
