Gas stations usually have them in the attached store as well. Garages, sheds, trunks of cars as well. I've been finding more gas cans than cigs and lighters. Found them in car trunks and tool sheds in the Muldraugh starter area near the clinic. Found several in American Tire, maybe try checking the auto shops.
