In at least E2E:SB, the main drawback of NC cali-250 RTGs is that by the time you get 6 breeder reactors up and running, powercells make a much better replacement for them. Especially when you start doing heavier high speed automation and your small factories build in CMs tend to need 20kRF/t at minimum. A 750 rf/t RTG doens't really do very well.
