As you have indicated, the butterflies must be absolutely closed. Look just under the flywheel, on the stbd side for a cigar tube shaped part of the linkage. Symptom 2: Lack of Power. If the outboard engine timing is off, it will reduce the performance of the engine. Especially when you try to accelerate, it will not be as smooth or sluggish as you move forward. Therefore if your outboard is not running as it should be, it indicates that the timing is probably off. Re: Timing adjustment 1986 70 HP Johnson. You should be able to achieve proper idle speed before the cam hits the roller. Throttle pickup timing (when the cam hits the roller) should be approximatly 4 deg ATDC. To adjsut the pickup timing change the lenghth of the rod by loosening the locknut and turning the knurled nut.

As long as the operation of the motor is fine, (idle, rpm, etc) then there is no reason to adjust the tabs. just loosen the arm and slide it to the right to contact the timing arm. Secure the screw and you are good to go, just don't over tighten the screw and risk stripping out the threads on the arm. It is a long screw with a rubber cap, starboard side, behind the top end of the vertical throttle lever. Spec is 28 degrees at full advance @ 4500 RPM in gear, on the boat on the lake.
