This stopped working in 3.4 for some reason, and some claim that it is a hidden, intended balance change. But as it stands for now, it is simply a bug. So, you need to deal more damage per day than it can regenerate. I dont have the exact numbers, but the Hive Asteroid which have 1k Fleet Power require 8k and more to defeat due to that.
