Biography. The Hon. John M. Owens is a Surrogate Judge for the Monroe County Surrogate’s Court in the Seventh Judicial District of New York. He was elected to the bench in 2015 after having served on the Monroe COunty Supreme Court since 2005. Owens earned a B.A. from the State University of New York at Fredonia in 1973.
