You might want to look at either Diversity, Foxy Skyrim or Total Character Makeover. Other than those you'll only find mods that change certain NPCs but are not as extensive as WICO or those mentioned above. Total Character Makeover is really well done and Coverkhajits for the kitties (Oldrim mod but works fine in SE).

If you question is “does WICO make vanilla NPCs looks like they are from another galaxy”, my answer is, I don’t think they do. And I don’t think that’s what the author intended. They intended to make NPCs look better but still have the rustic feel of Skyrim, however rather or not they achieved that is ultimately up to you.

I personally prefer WICO simply because I think it looks better and more polished. Not saying TCM looks bad, it's just that I found TCM to be much more similar to vanilla look and I use WICO because I really want something different than vanilla. 20.
