The 2001-2003 Prius are sensitive to that, mostly because the engine isn't given much time to fire up before the hybrid ECU decides to stop trying. That's what the thing about replacing the ECU is about; the newer version allows a bit more time and avoids a lot of the P3191 errors.My 2002 Prius was diagnosed by dealer with the following codes. P0302-3, P3191, P3000, 3006, 3009, 3029, C1259, C1513, 1521-21. So, it looks like block 19 (P3029) voltage is sig lower than rest, and P3009 is likely voltage leak, and/or transaxle.
