Jake brake not working on high.

Having trouble with the Jake brake on my 5EK 1996 3406E engine. After it is activated it does not shut off with the accelerator or dash switch -just keeps going even if I accelerate. It finally will quit on it's own. Just started doing this last week. A mechanic told me it was a bad solenoid so I replaced all 3 with new CAT solenoids.After it runs 40 seconds to 1 minute (depending on how cold it is), Jake goes off and engine runs fine. The only test I have done is to remove 1 wire from the buffer switch to see if that made any difference. It didn't.
