You won't have many choices when it comes to armor rating, so just max it. Many armors/helms/shields can achieve the max rating. Defense reduces damage by a percentage, supposedly after armor. So, in theory, Armor x2 is subtracted from physical damage, then reduced by X% defense. That means defense is better when you already have a lot of it.

Best experience may be wrong question, since that will vary from person to person regardless of race/class/gender choosen, but when it comes to races that take the most out of playthrough it is undeniably human, then elf and then both qunari and dwarf.As will Battlemaster. They are almost completely visually identical, of course, so you don't have to worry about silly things like aesthetic variety. The basic armors (i.e. The trench coat and butt capes) will work. Helmets won't, and most of the unique ones won't. That's the down side to playing as a qunari :/.The chromatic great sword and it's cousin the prismatic axe have unique damage mechanics that raise them above any 1h weapon, and the axe of the dragon hunter gets an absurd amount of material slots giving it exceptional stats.
