Your friend is thinking of the crank position sensor with regards to the engine not being able to run. B.It said "Max Engine Speed 4000 RPM", the EPC light came on, and the engine felt like it fell flat on it's face. It would not accelerate, only maintain speed at best. Almost like a limp mode.
