I found one in black scratch after importing. They are only spawned in Adventurer Mechanical Shops [kenshi.fandom.com] wich are only found in Tech hunter locations. These shops can spawn in all the locations in the screenshot but are not guaranteed to. The locations that include (override) will only spawn these shops when the world state changes.
Black Scratch is actually the best place because that's where Bo is, the anti-slaver's assassin. Bo spawns in Black Scratch with a single Anti Slavers member guarding her.
