I wouldn't worry about it too much. I don't think Dark Moon Greatsword is op. It's a fan favorite, and the weapon art is similar to Moonveil (and Moonveil is op/very strong, no questions asked), also it's INT, and the current hivemind seems to be "INT=OP" so that's why I think people claim it to be op.
