Is something bent, worn, or out of place? There are two adjustment to make, one with the lever down in draft control position and another with the lever up in position control. While the lift top is off it's best to replace the lift piston o-ring, remove and clean the control valve and check the cam pin for wear.

There's probably a worn cam follower, along with some sloppy linkage, and that's why the position control isn't working.

Clean the suction screen and hydraulic filter. Service the unloader valve and inspect the safety valve. Install new seal rings on the lift piston, new seals and o-rings throughout. Follow the lift handle linkage and draft control adjustment procedures in the manual.
