The muscle you build will use the body fat you have as a resource to grow. Stay consistent in a plan is the only way to get where you want to be. If you can not go to a gym than look into calisthenics. This requires minimal equipment and will still get you the muscle and looks your are going for. Also maybe switch programs to Iron: that one has no weekly HIIT, instead is 2x upper, 2x lower, 1x full body a week. It's also slower and very focused on progressive overload. It also has daily suggested add-ons if you want to do them. Edited to add: also remember, change and muscle growth takes time. I've been following Caroline's programs for over a year and I'm definitely gaining a lot of muscle and strength. But my dumbbells max out at 50 lbs and I've just ordered an expansion pack for them as I'm starting to need more weight for certain exercises. I'm close to matching her weights now, so I'll probably just stay there once I reach it.
